Numbers...Yet again

I had mentioned the concept of numbers that exist in our life in this post. Here it makes a comeback!!!

A Mercedes Mclaren SLR (the first one I've seen in white) fashioned the number 'B 69' on its number plate. My sister looked at it and said that it could mean a lot of things, but I cut her off and said that the only reason this number plate was bought, and if not bought, then has been placed on the car is for that one particular reason most of the people my age(and older) know of....

The number 10 and 20 is going to matter a lot to car owners. 20 is the number of years you can drive your brand new car till 2010 when they reduce it to 15 years, while the 10th year is the last year you can sell your car ...

I see two problems to this though...

1) What if in 2015 I want to buy a 2000 Ferrari 360 Spyder in mint condition, which has done only say about 40,000kms. What happens then as it shouldn't be exempted since it won't be a classic/antique car....
2) What happens to insurance? Will a car after 10 years be valued at its scrap value irrespective of the fact that it's a high end Mercedes Benz S600 or an ordinary Toyota Rav-4 as no one will be able to buy it in UAE?

This Nissan Cedric was just bought by the current owner (its a J number plate so it means it was recently registered). I wonder how many more years he/she will be able to drive it...
